It's a CV bank. He has a lisp and his r- and w- sounds have been switched around. This is on purpose as it is part of his character.

Personality: Rael is a bit of a ladies man, he knows how to get what he wants from women. He dresses the "shota" part for the extra manipulation it gives him with the otaku chicks. He loves sweets more than anything in the world which is what caused him to become a Medius in the first place: his indifference during the Great War because Earth produced candy but Heaven was Heaven.
He has a massive big-sister complex involving Nair and she hates it, but no matter how often she hurts his feelings, he'll always come back.
